Understanding Vaping and Risks

Vaping involves using electronic cigarettes or e-cigarettes to produce an aerosol that is inhaled into the lungs. Despite common misconceptions, vaping is not a harmless alternative to smoking. The nature of the hazard depends on factors such as the liquid used in the e-cigarette and the health status of the individual.

Legal Requirements and Regulations

In Western Australia, specific provisions related to e-cigarettes are contained within the Tobacco Products Control Act 2006 and the Medicines and Poisons Act 2014. These laws regulate the sale and use of e-cigarettes, particularly those containing nicotine, which is classified as a dangerous poison.

Workplace Health and Safety

Employers, or Persons Conducting a Business or Undertaking (PCBUs), have a duty to ensure the health and safety of workers as far as is reasonably practicable. This includes preventing exposure to potentially hazardous chemicals, such as those found in e-cigarettes. The Work Health and Safety (General) Regulations 2022 and the Work Health and Safety (Mines) Regulations 2022 prohibit smoking and vaping in enclosed workplaces.

The Health Impact of Vaping

Studies have shown that e-cigarettes can emit harmful substances such as formaldehyde, heavy metals, particulate matter, and flavoring chemicals at levels that may cause adverse health effects. Chemicals like propylene glycol and glycerine, found in e-cigarettes, can produce carcinogens when vaporised. The National Health and Medical Research Council (NHMRC) advises that e-cigarettes expose users and bystanders to particulate matter that may exacerbate existing illnesses or increase the risk of developing diseases such as cardiovascular or respiratory disease.

Implementing a Safe Workplace Policy

To manage the risks associated with vaping, adopting a similar approach to that used for tobacco smoking is recommended including:

  • Developing a workplace policy on vaping
  • Designating outdoor areas for vaping
  • Consulting workers about workplace health and safety issues related to e-cigarettes
  • Considering workplace-specific risk factors, such as the presence of children
