New Code of Practice Highlights Drug & Alcohol Risk Management in Healthcare

Safe Work Australia has released the Model Code of Practice for the Healthcare and Social Assistance Industry (July 2025) – a dedicated guide aimed at improving safety in one of Australia’s most high-pressure sectors.

This new publication is not a revision, but a fresh, practical resource tailored for healthcare settings such as hospitals, aged care, disability support, and home-based care. While it doesn’t directly address drug and alcohol testing for workers, it does provide important guidance on managing risks associated with patients, clients, and visitors who may be under the influence of alcohol and/ or drugs.

  1. Screening for Substance-Related Risks
    The Code recommends establishing systems to screen patients, clients, and visitors for potential risks; particularly those who may be under the influence of drugs and/ or alcohol. This is part of a broader strategy to prevent violence and ensure appropriate care. While written for healthcare, this principle is relevant across all workplaces, especially where visitors or clients enter the site.

  2. Matching Staff to Risk Levels
    The code advises staff assigned to individuals deemed to be higher risk; should have appropriate training and support. This is to ensure care is delivered safely and workers are equipped to manage challenging behaviours. This concept can also be applied in other industries; considering the experience and preparedness of staff when assigning them to potentially complex or sensitive client interactions.

  3. Dynamic Risk Assessment
    The Code encourages ongoing, situational awareness, especially in mobile or home-based care settings where risks can change rapidly. This approach is equally valuable in other sectors such as home maintenance, inspections, and property management, where workers may encounter unpredictable environments.

Risk Management in Action – A Case Study

One case study in the Code describes a home nursing provider that uses dynamic risk assessments to manage threats during patient visits. In one instance, a nurse noticed signs of drug and alcohol use in a patient’s home. When the patient became aggressive, the nurse followed protocol, terminated the visit, and updated the care plan. Future visits were moved to a safer, controlled environment.

This example highlights the importance of proactive risk assessment, clear procedures, and worker empowerment; especially when dealing with potential substance-related behaviour.
